Director of Human Resources

Bill has served in the office since October 8, 2008.

His areas of responsibility are vast and include overall responsibility for the planning, development, and administration of Human Resources:

  • Citywide benefits,
  • Risk management,
  • Civil service system,
  • Communications,
  • Personnel policies and procedures.

Before appointment to his current position, Bill served from 2000-2008 as the City’s human resources manager – labor relations; from 1998-2000 as compensation and benefits manager; and human relations investigator from 1996-98. Prior to joining the City, he was director (1994-96) of the SD Division of Human Rights, Department of Commerce & Regulation from 1994-96.

O’Toole graduated from the University of South Dakota with a bachelor of science degree in criminal justice and a history minor.

Best part of my job: "I consider it a privilege and honor to serve on the Mayor’s executive leadership team and to lead a highly talented Human Resources Department. Our organization has the ability to influence and drive change throughout the City to make things better by solving complex and everyday issues that meet the needs of others.

Personal interests: “Traveling with family, hunting, fishing, motorcycling, and being “Papa” to my 4-year-old grandson Jonah.”
