Street Construction Season Begins in Sioux Falls

The City of Sioux Falls is preparing for another busy season of street construction, with plans that range from rebuilding major intersections to upgrading accessibility features and improving neighborhood roadways. 

Each year’s annual street construction program brings a mix of preservation, rehabilitation, expansion and full reconstruction efforts to support the community’s growing transportation system of streets, highways, bridges, trails and sidewalks. Beyond enhancing pavement conditions, traffic movement and overall ride quality, many projects also include utility improvements, updated traffic signals and timing and enhancements for pedestrians, bicyclists and Americans with Disabilities (ADA) accessibility improvements.  

“Ensuring our transportation network remains in good condition is a key focus for our team and several planned projects this year will provide meaningful upgrades throughout the community,” said Brad Ludens, principal engineer. “We remind drivers to reduce their speed in work zones, consider alternate routes when possible and give themselves extra time to reach their destinations.” 

Street construction efforts are funded through the city’s Capital Improvement Program (CIP). For 2026, the city has allocated $65 million specifically for highways and street work. To determine which projects move forward, staff evaluate several considerations, such as the condition of underground utilities, input from residents and results from a comprehensive pavement survey completed every four years. That survey provides an inventory of street conditions and helps guide cost‑effective, timely improvements across the city.

2026 Street Construction Project Highlights 

City of Sioux Falls Projects: 

Arrowhead and Veterans Parkways Intersection 

Project Details:

  • This project began in 2025 and will continue into 2026.  
  • At the completion of the work, the project will fully reconstruct and widen the intersection of Arrowhead and Veterans parkways. Work on Arrowhead Parkway will extend from Highline Avenue to 10th Street and work on Veterans Parkway will extend from 6th to 26th streets. Work will include underground utility improvements, a stormwater detention pond, three pedestrian underpasses, six retaining walls, grading, concrete surfacing, signing, street lighting, traffic signals and a landscaped median. 
  • Work is scheduled to begin this spring with construction of the northbound lanes of Veterans Parkway and the east side of the Arrowhead Parkway and Veterans Parkway intersection. Once that phase is complete, traffic will shift to the newly built east side and crews will begin work on the west side of the Arrowhead intersection, including the southbound lanes of Veterans Parkway.  

Impacts to Drivers: 

  • Arrowhead Parkway will close east of Veterans Parkway for about five to six weeks in early spring to remove the temporary asphalt transition, construct the east lanes of Veterans Parkway and connect them to Arrowhead Parkway heading east.  
  • After the work east of Veterans Parkway is complete and reopened to traffic, Arrowhead Parkway will close west of Veterans Parkway and remain closed for the duration of the 2026 construction season. 
  • Veterans Parkway will remain open to one lane of traffic in each direction throughout the 2026 construction season. 
  • During construction, drivers traveling east or west will need to use Madison Street or 41st Street. 

Estimated Timeline: 

  • Work is expected to resume in March and continue until the project is substantially complete in November 2026. Minor lane closures may occur in spring 2027 as crews perform site restoration and cleanup work.   

Veterans Parkway from Maple to 57th Streets 

Project Details: 

  • Veterans Parkway will see a series of coordinated improvements this season, including concrete pavement restoration, new pavement markings and updated traffic signals. 
  • Work between E. 26th and E. 41st streets will include concrete joint and panel repairs, curb-and-gutter repairs, joint resealing and the application of a soy‑based penetrating sealer. 
  • Crews will also remove and install pavement markings and street signs from 57th Street to just north of Maple Street, except for the section between 18th and 6th streets. Updated lane striping will create an additional travel lane and add dual left-turn lanes at select intersections to improve traffic flow and safety. 
  • Traffic signal and sign upgrades will occur at the intersections of Veterans Parkway with 41st, 33rd, 26th, 18th and Madison streets. These signal improvements, combined with the new striping configuration, will open an additional travel lane and support the new dual left-turn lane. Additionally, crews will complete median landscaping between 18th and 33rd streets.  

Impacts to Drivers:

  • Temporary lane closures are expected. 

Estimated Timeline: 

  • This project is anticipated to begin this spring and conclude in in October.   

Russell Street Concrete Pavement Restoration from N. Louise Avenue to Minnesota Avenue 

Project Details:  

  • This project will rehabilitate Russell Street from Louise to Minnesota avenues. Work will include full-depth concrete repairs, partial-depth concrete repairs, curb and gutter repairs and joint re-sealing.  

Impacts to Drivers: 

  • Lane closures will be in place and at a minimum, one lane of traffic will remain open in both directions at all times. 
  • All lanes will be open for the air show July 18-19. 

Estimated Timeline: 

  • Work is anticipated to begin in April and conclude in October. 

Marion Road from 259th Street to Memory Lane  

Project Details:

  • This project will reconstruct a portion of north Marion Road from 259th Street to west Memory Lane from a rural gravel road section to an urban concrete pavement section with an overpass at the BNSF railroad crossing. Work on the project will include storm drainage and water main utilities, along with retaining walls, a 3-span bridge and a 4-barrel box-culvert drainage structure. These improvements are necessary to accommodate anticipated traffic increases due to development at Foundation Park. 

Impacts to Drivers: 

  • Marion Road will be closed to traffic between 259th Street and Memory Lane for the duration of the project. 

Estimated Timeline: 

  • Work is anticipated to begin in late March or early April and will continue through November. Work will resume in 2027 as weather permits before the project is substantially completed in late 2027.   

Bridge Preservation Project on W. 12th Street near Grange Avenue 

Project Details:

  • Work on this project consists of the preservation of the 12th Street bridge near Grange Avenue. Work will include repairing delaminated concrete on the bridge deck, placing a two‑coat bridge deck polymer chip seal, replacing the deteriorated strip‑seal joints on the approach slabs and sidewalk, repairing the deteriorated special-surface finish on the barrier curbs, trimming trees, replacing the chain-link fence and repairing a retaining wall coping panel in the southeast corner of the bridge. 

Impacts to Drivers: 

  • Lane closures will be in place. At a minimum, one lane of traffic will remain open in both directions at all times. At most times throughout the project, two lanes of traffic will be open in both directions. 

Estimated Timeline: 

  • Work is anticipated to begin this summer and be completed by late October. 

2026 ADA Improvements: 

Louise Avenue from 49th to 53rd Streets 

Project Details:

  • This project consists of ADA accessibility improvements along Louise Avenue between 49th and 53rd streets. Work will include ADA-accessible sidewalks, driveway restorations and concrete curb‑and‑gutter repairs.  

Impacts to Drivers: 

  • There will be intermittent lane closures as part of this project. 

Estimated Timeline: 

  • The work is expected to be completed by the end of November.  

Audible Information Devices 

  • The city uses audible information devices, which are ADA‑compliant sensors placed in construction zones, parks and sidewalk work areas to provide voice alerts about route changes or closures for pedestrians. 

Street Maintenance Programs: 

Mill and Asphalt Overlay (Citywide) 

Routine maintenance is key to managing the city’s street assets in a cost-effective way. Timely work keeps streets in good condition and extends their lifespan. Milling removes deterioration and improves ride quality and utility or concrete repairs are completed as needed during these projects. This program is less disruptive than full reconstruction, enhances ride quality and helps prolong pavement life. The city will mill and overlay more than 220 blocks during this construction season. 

Slurry Seal (Citywide) 

Slurry seal is a preventive maintenance treatment used to extend the life of a street in a cost‑effective way, similar to the city’s mill and asphalt overlay program. It helps preserve streets that are already in good condition and addresses minor surface defects. A slurry seal is a half‑inch layer of asphalt oil, small rock and other additives applied over the existing pavement. The process moves quickly and streets typically reopen to traffic within a few hours. This summer, the city will apply slurry seal to more than 630 blocks. 

City and South Dakota Department of Transportation (SDDOT) Projects: 

Interstate 229 and Cliff Avenue Interchange  

Project Details:  

  • This project will fully reconstruct the Cliff Avenue and I-229 interchange. Cliff Avenue will be reconstructed between 38th Street and the Spencer Park entrance and the 41st Street intersection will be realigned farther to the north.   
  • Work includes underground utility improvements, two pedestrian underpasses, grading, concrete surfacing, signing, street lighting and traffic signals.   
  • Work on this project began in 2025. Paving on the southbound lanes of Interstate 229 is complete, including the southbound off-ramp, the realignment of 41st Street and the bridge deck over Cliff Avenue. Work on the southbound on-ramp is also complete.  
  • This spring, crews will install traffic control measures and detours as work begins on shifting I‑229 traffic to the southbound lanes and bridge. The project includes removing the northbound I‑229 bridge and the temporary bridge.  

Impacts to Drivers: 

  • Cliff Avenue will be restricted to one lane in each direction as crews install a sanitary sewer, water main and storm sewer and build the southbound lanes. 
  • Work also includes constructing portions of the northbound off‑ramp and closing the northbound on‑ramp to begin building a pedestrian tunnel and retaining wall. Traffic on Cliff Avenue will then shift to the southbound lanes, with one lane open in each direction, while crews construct the northbound lanes, on‑ramp and pedestrian tunnel. Cliff Avenue will also close for one week this summer. 

Estimated Timeline: 

  • Construction is expected to ramp up in April and continue until November as weather permits. Work will resume as weather allows in 2027 until the project is substantially complete in summer of 2027.  

South Veterans Parkway from Cliff to Sycamore Avenues 

Project Details: 

  • This project consists of construction on South Veterans Parkway between Cliff and Sycamore avenues.   
  • Work includes underground utility installation, grading, concrete surfacing on Veterans Parkway, asphalt surfacing on Sycamore Avenue, signing, street lighting and traffic signals.   
  • South Veterans Parkway will include three lanes in each direction, a 32‑foot raised median separating opposing traffic and a shared‑use path along the south side of the corridor. The path will be divided from the roadway by a grass boulevard to enhance safety and comfort for pedestrians and cyclists. 
  • Construction began in April 2025. Dirt work, storm sewer installation and utilities on South Veterans Parkway and Southeastern Avenue have been completed. Dirt and utility work on Sycamore Avenue, along with paving on south Veterans Parkway and Sycamore Avenue, is scheduled to begin in April. 

Impacts to Drivers: 

  • Southeastern and Sycamore avenues will each undergo phased closures in the spring and summer, including a section of Southeastern Avenue south of Bison Trail and a segment of Sycamore Avenue between 69th and 85th streets.  

Estimated Timeline: 

  • Weather permitting, this work is expected to be complete by the end of 2026.  
  • The next phase of construction, from I-29 to Western Avenue, is scheduled to begin in 2027.  
  • The South Veterans Parkway project is slated for completion in 2029, with the final segment running from Sycamore Avenue to 57th Street.  

Interstate 29 and 85th Street Interchange 

Project Details:  

  • The city, in conjunction with the City of Tea, Lincoln County and the SDDOT, has started constructing the new diverging diamond interchange at 85th Street and I-29. The project includes building the interchange and installing underground utilities, a pedestrian underpass, grading, concrete surfacing, signage, street lighting and traffic signals. 
  • The contractor is currently working on grading, installing pipes and installing bridge abutments for the southbound exit ramps.  

Impacts to Drivers: 

  • 85th Street from Tallgrass to Sundowner avenues will be closed to traffic, with access maintained for local residents only. Traffic on I-29 will remain in place throughout construction, although lane and shoulder closures may occur for work adjacent to existing lanes. Partial overnight closures of I‑29 will also be allowed to accommodate bridge or mechanically stabilized earth wall construction. 

Estimated Timeline: 

  • Construction is underway and is anticipated to reach completion by 2027, weather permitting.  

Interstate 29 and 49th Street Bridge  

Project Details:  

  • The project on 49th Street over I-29 is a low‑slump, dense‑concrete bridge deck overlay of the 328‑foot prestressed concrete girder bridge. The project also includes concrete approach slabs, a concrete barrier, pedestrian railings, a sidewalk and pavement markings. 

Impact to Drivers: 

  • The 49th Street bridge will be closed to traffic during construction. Drivers will need to use alternate routes. 

 Estimated Timeline: 

  • The fieldwork completion date for the project is late October.
