Lane Closures – East 20th Street and Cliff Avenue Reconstruction

Beginning on Friday, April 17, 2026, traffic on South Cliff Avenue will be reduced to one lane in each direction at 20th Street to allow crews to perform underground utility work as part of the 20th Street Reconstruction Project. The work in Cliff Avenue is expected to be complete in late May.

Additionally, beginning on Friday, April 17, 20th Street will be reduced to one-way westbound traffic only between Cliff Avenue and Ninth Avenue to allow crews to reconstruct the street. This traffic pattern is expected to remain in place through late summer.

Access to all parking ramps in the area will be maintained at all times.

Work on this project includes underground utility improvements, concrete surfacing, sidewalks, and street lighting.

Emergency Services Access:
Emergency responders are advised to access the Avera Emergency Room from Seventh Avenue for the duration of this phase of construction. Motorists are encouraged to utilize 17th Street or 26th Street to access Seventh Avenue.

Pedestrian Access:
Pedestrian routes will be signed, and Audible Information Devices (AIDs) will be provided to assist those navigating the detour.

The project is expected to be completed in early November.

Drivers are encouraged to use caution, reduce speeds in the work zone, and consider alternate routes when traveling in the area.

 

Lane Closure – Russell Street

Beginning on Monday, April 13, 2026, the outside lane and center lane of eastbound Russell Street and westbound Russell Street will be closed at the intersection of North Louise Avenue/North Westport Avenue to allow crews to perform concrete curb & gutter repairs in preparation for an asphalt overlay.

One lane of traffic will be maintained in the inside eastbound lane and in the inside westbound lane. Turning lanes will be maintained at the intersection where possible.

Additionally, the outside lanes of North Louise Avenue and North Westport Avenue will also be closed at the intersection of Russell Street. Traffic will be maintained in the inside northbound lane and inside southbound lane.  Turning lanes will be maintained where possible.

In the upcoming weeks, the location of the lane closures at the intersection will vary.  At a minimum, one lane of traffic in each direction will remain open at all times.

Concrete repair work in this intersection is anticipated to be complete in late June.  Construction work on Russell Street will be ongoing through October 2026.

Drivers are urged to use caution and reduced speeds while travelling near the construction area and may want to consider alternate routes.
