Tom Greco - Director of Planning & Development

Sioux Falls Mayor Christine Erickson announced the appointment of Tom Greco as the City of Sioux Falls’ next director of the Planning and Development Services department.

Greco brings more than 30 years of leadership experience in local government, public administration, strategic planning and community engagement.

“Tom is a proven leader who understands both the opportunities and challenges that come with a rapidly growing community,” Mayor Erickson said. “His education at West Point, distinguished military service, and work with the U.S. Army Corps of Engineers have given him invaluable experience leading people, managing major infrastructure initiatives and building consensus around complex issues. Tom also knows Sioux Falls, understands how local government works and is deeply committed to serving our residents. I selected him because he brings a rare combination of leadership, strategic planning, infrastructure experience and knowledge of local government, and I am confident he will provide steady, thoughtful leadership as we plan for the future of our city.”

Greco currently serves as the commission administrative officer for Minnehaha County, where he supports the county commission, coordinates an annual budget of more than $140 million, and works with department leaders and community stakeholders on complex policy and operational issues. He previously served the Sioux Falls city clerk from 2016 to 2023. Prior to entering local government, Greco completed a distinguished 20-year career as an officer in the United States Army.

“Serving Sioux Falls in this capacity is truly a privilege,” Greco said. “This is a community I care deeply about, and I look forward to supporting responsible growth, strengthening partnerships and helping ensure our city continues to thrive for generations to come.”

Greco is a graduate of the United States Military Academy at West Point and holds a master of public policy from Georgetown University and a master of science in engineering management from the University of Missouri-Rolla. During his military career, he served in several leadership roles, including deputy district commander for South Florida with the U.S. Army Corps of Engineers, where he helped oversee major infrastructure, water-management, environmental restoration and dam rehabilitation projects valued in the billions of dollars.

Mayor Erickson also expressed appreciation to the hiring committee.

“Thank you to the members of the committee for the time, care and thoughtful consideration they brought to this process. Their perspectives were invaluable in identifying the right leader for this important position.”

As director of Planning and Development Services, Greco will oversee the City’s long-range planning, development review, zoning, building services and other functions that support responsible growth and investment throughout Sioux Falls.
