This notice provides the public with an opportunity to examine and comment on Amendment #1 to the 2025 Annual Action Plan for the City of Sioux Falls for a period of 30 days.

Low- and moderate-income persons, racial and ethnic minorities, non-English speaking persons, and persons with disabilities are specifically encouraged to review and comment on the proposed amendment.

The Action Plan is part of the City’s Consolidated Plan. It identifies specific activities to be undertaken with the use of federal funding from both the Community Development Block Grant (CDBG) program and the Home Investment Partnerships (HOME) program.

The Annual Action Plan can be viewed here. Anyone wishing to comment on the proposed amendment should do so in writing and send to housing@siouxfalls.gov or to the Housing Division, PO Box 7402, Sioux Falls, SD, 57117-7402. Written comments must include the name and address of the individual submitting the comment.

The comment period ends at 5 p.m. on February 10, 2026.

The Community Housing Development Organization (CHDO) project will no longer be using CHDO set aside funds but will still be using HOME funds and the project name will be changed to Cleveland Twin Homes.

A new project named Rosa Parks Apartments will be added, using $350,000 of HOME funds. The project will be the new construction of a 29-unit Low-Income Housing Tax Credit multi-family housing project.

The funding will come from reallocating $121,000 from the Cleveland Twin Homes project, $29,088.78 from HOME Administration and $199,911.22 from prior year resources that were not previously in the 2025 Action Plan.
