Consume Not Sell

Permission from the City Council is required if you wish to consume, but not sell, any alcoholic beverage in a building that is publicly owned or owned by a nonprofit organization.

Fee

There is no fee for the request to consume but not sell alcoholic beverages.

Processing Timeline

The deadline to submit this item is 2 p.m., one week prior to a City Council meeting.

City Council meetings are held on the first, second, and third Tuesdays of each month.

For clarification on the exact date, please contact the Licensing Specialist. Allow at least two to three weeks for approval of your request.

Hours Allowed

The allowed hours to consume, but not sell, alcohol are 7 a.m. to 2 a.m., Monday through Sunday.

The hours allowed by the venue may be more restrictive.

Restrictions

  • No sales, in any form, can occur.
  • Permission cannot exceed 24 hours.
  • You may hire a bartender, and tips must go to the bartender, not you.
  • You may consume or blend alcoholic beverages.
  • You are responsible for providing any alcohol.
  • Your guests cannot BYOB (bring your own beverage).
  • The property must be publicly owned or owned by a nonprofit organization.

Letter Required

A letter must be written requesting permission to consume but not sell (a sample appears at the bottom of this page). This letter must be emailed to the Licensing Specialist (contact information to the right).

You will receive an email confirming receipt of your request, which will inform you of the date of the City Council meeting at which your item will appear.

The letter of approval will be emailed to you from the City Clerk’s Office by the end of that same week.
