Jeff Eckhoff
Director of Planning and Development Services
Jeff has served as director of planning and development services since May 28, 2019.
His department staffs the project teams responsible for:
- Planning,
- Zoning,
- Building Services,
- Housing,
- Transit,
- Neighborhood Revitalization,
- Code Compliance,
- Historic Preservation, and
- Visual Arts Commission.
With a city projected to grow from 285,700 in 2022 to 438,400 in 2060, that’s a big job!
Jeff’s career path includes 16 years as executive director of the Lincoln and Minnehaha County Economic Development Associations, seven years as state director of the South Dakota Small Business Development Center, and four years with the City.
He earned a bachelor’s degree at South Dakota State University and a master’s degree at the University of South Dakota.

Best part of my job: “The people. The City has the most amazing people who are extremely qualified, passionate and smart. We take a lot of pride in moving the city forward and it shows.”
Personal interests: “Following SDSU athletics and arts, golf, pheasant hunting, spending time with family.”
