Utility Oversize Reimbursements

Did you install oversized utility infrastructure as part of a development project? You may qualify for a reimbursement. Two programs may apply: Drainage System Cost Recovery (DSCR) or Sump Pump Collection System (SPCS).

How to apply

  1. Complete the cover letter. Include all required information.
  2. Check the DSCR/SPCS schedule for current prices.
  3. Ask your engineer or architect to prepare a spreadsheet. It should list quantities, prices, and the total amount you are requesting. Your engineer or architect must stamp and sign it.
  4. Include a copy of your construction plans. Highlight the as-built information for the oversize utility.
  5. Send these items to the Public Works Engineering Division: your signed and dated cover letter, your spreadsheet, and your construction plan as-built information.

City staff will verify your as-built information with subdivision inspectors. They may recalculate the amount if needed.

What you need to know

  • Submit your request by the end of the year you installed the infrastructure.
  • Storm drainage pipe may qualify for a DSCR reimbursement. It must meet three rules: it must be larger than 24 inches in diameter, it must convey public drainage, and it must be located in the public right-of-way.
  • Drainage structures and other related components may also qualify. They must connect to a pipe that meets these rules.
