Public Notice
This notice provides the public an opportunity to examine and comment on Amendment #1 to the HOME American Rescue Plan Program (ARP) Allocation Plan, part of the 2021 Annual Action Plan (Amendment #7 to the 2021 Annual Action Plan) for the City of Sioux Falls, for a period of 30 days.
Low- and moderate-income persons, racial and ethnic minorities, non-English speaking persons, and persons with disabilities are specifically encouraged to review and comment on the proposed amendment. The Action Plan is part of the City’s Consolidated Plan. It identifies specific activities to be undertaken using federal funding from both the Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) programs.
The HOME-ARP Allocation Plan can be viewed with this PDF. Anyone wishing to comment on the proposed amendment should do so in writing and send it to housing@siouxfalls.gov or to the Housing Division, P.O. Box 7402, Sioux Falls, SD, 57117-7402. Written comments must include the name and address of the individual submitting the comment.
The comment period ends at 5 p.m. on April 12, 2026.
The HOME-ARP Allocation Plan will be modified to add $891,537 of HOME-ARP funds to the Development of Affordable Rental Housing activity. The increased allocation comes from the cancellation of the Supportive Services activity and a $141,537 reduction in the Administration and Planning activity. Revised Allocation Plan budgets are $1,800,000 for the Development of Affordable Housing and $42,463 for Administration and Planning.
The City will now focus only on the Development of Affordable Rental Housing due to a lack of RFP submissions for Supportive Services.
