2025 Street Construction Season Draws to a Close

Another Sioux Falls street construction season is coming to a close. This year, the City of Sioux Falls, in partnership with the South Dakota Department of Transportation (SDDOT) and its contractors, completed reconstruction of key intersections, improved accessibility, and smoothed neighborhood streets across the community.

The City’s street construction program focuses on a combination of preservation, rehabilitation, expansion, and reconstruction projects to maintain and grow Sioux Falls’ transportation network, which includes streets, highways, bridges, and sidewalks. In addition to improving street conditions, traffic flow, and ride quality, these projects often incorporate underground utility upgrades, traffic signal and timing improvements, and enhancements for pedestrian, bicycle, and Americans with Disabilities Act (ADA) accessibility.

“This year’s construction season brought a number of enhancements to our roadways,” said Andy Berg, City Engineer. “As we take a moment to look back at the work completed this year, it is important to note that the City of Sioux Falls is already planning for the next season, which will not only introduce new projects but also continue progress on several major ongoing efforts.”

Street construction projects are planned and funded through the City’s Capital Improvement Program (CIP). The 2025 highways and streets budget was $70 million. Street construction projects are prioritized based on multiple factors, including utility conditions, resident feedback, and the results of a citywide pavement survey conducted every four years. The most recent pavement survey, completed in 2023, inventoried street conditions and helps the City make cost-effective, timely improvements to ensure a safe and reliable transportation infrastructure.

Neighborhood Preservation Projects

The City of Sioux Falls uses two primary programs to preserve neighborhood streets: mill and asphalt overlay and slurry seal. Both are cost-effective preventative maintenance programs that extend the life of city streets. These two programs operate across the city.

The mill and asphalt overlay process removes street deterioration, restores ride quality, and includes related utility and concrete repairs. This program is less extensive than a street reconstruction project. The City’s mill and asphalt overlay program improved 321 blocks across the city in 2025.

Slurry seal is meant for streets in good condition and addresses minor defects. A slurry seal is a layer less than half an inch thick applied on top of the existing asphalt surface by a paver, and is a mix of asphalt oil, sand, and other additives. Slurry seal is a quick process, and streets are typically open to traffic within a few hours after application. In 2025, the City applied slurry seal to 443 blocks.

South Veterans Parkway

Construction continues on this multi-year project, and the remaining segments will continue to be designed and constructed through 2027. Key 2025 project milestones include underground utility installation, grading work, and bridge construction over the railroad tracks east of Cliff Avenue. Cliff Avenue and Interstate 229

Work continues on reconstructing the Cliff Avenue and Interstate 229 interchange. The reconstructed interchange will improve traffic flow, safety and accessibility. The project includes 10-foot sidewalks on both sides of Cliff Avenue and two pedestrian/bicycle tunnels under the interchange ramps on the east side of Cliff Avenue. These additions will enhance the mobility of non-motorists, allowing them to easily access the City’s Recreation Trail. Reconstruction of the north half of the interchange will be completed in 2026. Traffic will then shift to the southbound lanes and bridge on Interstate 229 to allow for reconstruction on the northbound lanes. Cliff Avenue will be closed for the 2026 construction season.

85th Street and Interstate 29

The City and SDDOT are preparing for construction of the new interchange at 85th Street and Interstate 29. Work on this project will include the construction of a new interchange, installation of underground utilities, construction of a pedestrian underpass, grading and concrete surfacing, and the installation of signage, streetlights, and traffic signals.
